According to its pledge within the CONURBANT project, the Municipality of Timisoara has committed to carrying out a series of actions and activities such as informing and instructing representatives of local public authorities on the topics of climate change and sustainable energy, as well as implication of them into the development and improvement steps of existing SEAP at Timisoara level.. These actions are intended to bring [an added value in the development of consistent measures of action for local energy efficiency
According to the Conurbant project objectives and targets one of the main activities scheduled was to establish Forums at each city involved in the Conurbant project with the main aim to involve stakeholders in the process of defining mitigation and adaption measures in order to assure the target of emission reduction at least 20% from the overall emission level having the baseline an established year, in this case the year 2008.
1 Objectives
The proposed workshop aim was to involve stakeholders in establishment of objectives targets and measure to mitigate CO2 emission on the city level and also to find the best adaptation measure to climate changes, and overall to update the actual SEAP.
The forums foreseen the two strategic ways:
- Awareness about the SEAP development towards stakeholders in the way that they can feel the strategic position of municipality in this action after signature of Covenant of Mayors initiative
- Putting together the municipality representative and the stakeholder to find the best objective and measures in order to achieve until the end of 2020 the target of 20% reduction in CO2 emission on local level by adding new measures into the actual SEAP
The main focus of the agenda was the following:
- Covenant of Mayors - step by step to -20% CO2 by 2020 and contributing CONURBANT project;
- Submission Strategy on Climate Change and Sustainable Energy Action Plan
- SEAP sectoral approach and methodology to revalue Sustainable Energy Action Plan
- How to prepare for Sustainable Energy Action Plan - revaluation process step by step - applying SEAP measures and policies for achieving and exceeding targets EU
- Implementation of Sustainable Energy Action Plan - Monitoring and reporting progress
- Transport sector - impact on emissions of greenhouse gases , the analysis measures and GHG reduction opportunities

3 Discussions
During the event, representatives of Energy sector, transport, water and waste sector, contributed to real exiting new measures which were already discussed within their organization and which can contribute to the overall emission reduction.
One of the interesting discussion was the strategy of Energy local distribution company to set up a pilot system for a new feasible solution which might decrease the energy consumption in residential building with up to 25%. The solution proposed was to create a new horizontal delivering heating system in condominium and big buildings which actually receive heat from the centralised thermal plant.
Also interesting point were discussed related to waste infrastructure improvements and also how a part of waste streams such as textiles might be collected and recovered, which can contribute to mitigation of maintenance and technical problems in the sorting plant and also can have a social impact by creating an interesting social future enterprises.
The urban planning department came with new objectives which were included in the new approved Master urban plan of the city which has a clear orientation of greening the city.
Interesting proposal were launched for the renewable energy system which might be created to sustain the local transport system.
Overall the 2 session were very intense in emitting different option to emission reduction in different sector and interesting was that beside the opinion as a representative of different organisations, the persons present were express their opinion and willingness as citizens.
4 Results and outcomes
A series of measures which will contribute to the reduction of CO2 at local level were set up and also adaptation measures which will increase quality of life and will protect the environment in the city.
