Palma de Mallorca is a municipality and a Spanish city, capital of the Mallorca Island and the autonomous community of the Balearic Islands. It is located in the western Mediterranean Sea and southwest of the Mallorca Island, about 250 km east of the Iberian Peninsula.

The municipality covers an area of 208,63 Km2. The city is located in the center of the bay of Palma, about 13 meters above the sea level. With more than 400.000 inhabitants (2011), Palma de Mallorca is the eighth largest city in Spain by population and the first of the Balearic Islands. In addition, its metropolitan area includes nine localities reaching 560.240 inhabitants in an area of 1015,88 km2, being the 14th of Spain

It was founded under the name Palma by the Roman consul Quintus Caecilius Metellus Balearic in 123 BC. We propose that the current settlement plausibly corresponds with the Roman ruins that are under the old town, although no evidence exists. After further conquest by the Vandals and the Arabs in 903, it was finally conquered by King James I of Aragon on December 31th, 1229, becoming the thriving capital city of Mallorca in its own kingdom, which fell after joining  the Crown of Aragon in 1279.

In 1715 the city regained its Roman place-name and the name by which is known worldwide, Palma de Mallorca. Shortly after, in the twentieth century, was the protagonist of the intense tourism boom that made it a holiday destination during the 1960 and 1970. Today is a remarkable economic and cultural centre island-wide at regional level and it’s a first order international tourist destination.

Conurbant project in the Municipality of Palma de Mallorca

The city of Palma de Mallorca joining the project signed the Covenant of Mayors, Municipal Plenary unanimously, in December 2010.

In order to extend participation in the Covenant of Mayors to small municipalities and foster relationships with the major towns of the same urban area, emerged the CONURBANT project within the program Intelligent Energy Europe (IEE).

CONURBANT contains the commitments of the Covenant of Mayors 20% reduction in CO2 emissions through the implementation of at least 20% renewable energy, an increase of 20% energy efficiency, along a temporary period ending in 2020. In this context, it must be a baseline emissions inventory to the municipality and a Sustainable energy action plan (SEAP).

Palma de Mallorca is involved in the CONURBANT project as a trainee city. Its role is to achieve the formation of an urban area with small and medium population size towns, which can transmit the expertise and means to achieve the objectives to the Covenant of Mayors. This knowledge has been previously transmitted by the two Tutoring cities (Padova and Alba Iulia) within the project towards the other training cities.

In summary, then, it is a feedback between trainees cities and tutoring cities and between these last ones and the municipalities of small and medium population size from their respective metropolitan areas.

The budget assigned to Palma CONURBANT is € 82.489, representing 75% of the total budget. The remaining 25% is provided through the work of city staff assigned to the project.

El municipio de Palma de Mallorca

Palma de Mallorca es un municipio y una ciudad española, capital de la isla de Mallorca y de la comunidad autónoma de las Islas Baleares. Está ubicada en la parte occidental del mar Mediterráneo y al suroeste de la isla de Mallorca, a unos 250 km al este de la península Ibérica.

Su término municipal ocupa una extensión de 208,63 km². La ciudad está situada en el centro de la bahía de Palma, a unos 13 metros de altura sobre el nivel del mar.

Con más de 400 000 habitantes (2011), Palma de Mallorca es la octava mayor ciudad de España por población y la primera de las Islas Baleares. Además, su área metropolitana engloba nueve localidades que alcanzan los 560.240 habitantes repartidos en una superficie de 1015,88 km², siendo la 14.ª de España.

Fue fundada con el nombre de Palma por el cónsul romano Quinto Cecilio Metelo Baleárico en el año 123 a. C. Se estima que su asentamiento actual corresponde plausiblemente con las ruinas romanas que se encuentran bajo su casco histórico, aunque aún no existen pruebas irrefutables. Luego de otras conquistas por parte de los vándalos y por los árabes en 903, fue finalmente conquistada por el rey Jaime I de Aragón el 31 de diciembre de 1229, convirtiéndose en la próspera Ciutat de Mallorca capital de su propio reino, que decayó tras su incorporación a la Corona de Aragón en 1279.

En 1715 entraron en vigor los Decretos de Nueva Planta, recuperando la ciudad su topónimo romano y el nombre por la que es mundialmente conocida, Palma de Mallorca. Poco después, ya en el siglo XX, fue protagonista de la explosión de un intenso auge turístico que la  convirtió en destino vacacional durante las décadas de 1960 y 1970. En la actualidad constituye un notable centro económico y cultural a nivel insular y autonómico y un destino turístico internacional de primer orden.

El proyecto Conurbant en Palma de Mallorca

El Ayuntamiento de Palma de Mallorca firmó la adhesión al proyecto Pacto de los Alcaldes, por unanimidad del Pleno municipal, del mes de diciembre del año 2010.

Con el objeto de extender la participación en el Pacto de los Alcaldes a municipios de pequeño tamaño y de fomentar las relaciones con los grandes municipios de una misma área urbana, surge el proyecto europeo CONURBANT dentro de programa Intelligent Energy Europe (IEE).

CONURBANT hace suyos los compromisos del Pacto de los Alcaldes, reducción del 20% en las emisiones de CO2 a través de la implantación, de al menos, un 20% de energías renovables, un aumento de un 20% de la eficiencia energética, a lo largo de un periodo temporal que finaliza en el año 2020. Para lo cual se debe realizar un inventario de emisiones del municipio y una Plan de acción de energía sostenible (PAES).

Palma de Mallorca participa en el proyecto CONURBANT como ciudad aprendiz. Su papel es el de conseguir la formación de un área urbana con municipios de tamaño poblacional pequeño y medio, a los que poder trasmitir los conocimientos técnicos y los medios para conseguir los objetivos del Pacto de los Alcaldes. Los cuales previamente han sido trasmitidos por las dos ciudades tutoras dentro del proyecto (Padova y Alba Iulia), hacía el resto de ciudades aprendiz.

En resumen, por tanto, se trata de una retroalimentación entre ciudades tutoras y ciudades aprendiz y entre estas últimas y los municipios de pequeño y mediano tamaño poblacional, de sus respectivas área metropolitanas.

El presupuesto que tiene asignado CONURBANT para Palma es de 82.489 €, representando dicha cantidad el 75% del presupuesto subvencionado. El 25% restante se aporta mediante el trabajo del personal municipal asignado al proyecto.
